The International Mother Language Day was proclaimed by the UNESCO General Conference in November 1999; it has been observed every year since February 2000 to promote awareness of linguistic and cultural diversity and multilingualism.

This date was selected in memory of the events of February 21, 1951, when students demonstrating for recognition of their native Bengali language as one of the official languages in the country were shot and killed by police in Dhaka, the capital of what is now Bangladesh.
