The goal of the Contest is to attract attention of the Belarusian artists/designers to the issues of refugees in Belarus.

CONTEST OF ART WORKS «REFUGEES: BELARUS IS OUR COMMON HOME»

The goal of the Contest is to attract attention of the Belarusian artists/designers to the issues of refugees in Belarus.

Contest objectives:
— draw attention of the Belarusian public to the refugee problematic;
— promote the development of tolerance and respect to refugees in the Republic of Belarus;
— carry out a large–scale public awareness raising campaign concerning refugees.

The beginning of the Contest — March 10, 2014, deadline for submissions — May 15, 2014.

The results of the Contest will be announced no later than on June 15, 2014

Students of universities and secondary special artistic institution of the Republic of Belarus have the right to participate in the competition. Works are carried out individually.

The Contest is announced in the following nominations:
— best placard;
— best photowork/photoplacard;
— best scenario/storyboard/video clip.

In order to participate in the Contest it is necessary to submit the following documents:
— originals of the works (placard or photowork/photoplacard with description, or scenario/storyboard/video clip) dedicated to the contest theme in electronic form (DVD, CD);
• by mail: 220072, Minsk, Akademicheskaya str. 25, room 406
• or in person: Minsk, Leningradskaya str. 20, room 1121, having previously called (017) 209 57 66. The envelope must be marked “For the Contest of Art Works”;
— a filled contest participant application form;
— a certificate of higher or secondary special artistic institution of the Republic of Belarus stating that the participant is a student of the institution.

Requirements to the placard/photowork/photoplacard:
— a work sent to the competition should be in electronic format 30x45 cm 300 dpi, the work should include a description of the work and its relevance to the theme (no more than 1000 characters with spaces). The text shall also include one highlighted phrase, which may be used in connection with the picture.
— a work should be provided in an electronic format. Electronic media (DVD, CD) should be signed: title of the work, full name of author, address, telephone number, e–mail of the author.

Requirements to the scenario/video clip:
— participants develop the script of the plot–fiction, documentary or animated film up to one minute in the Belarusian or Russian languages, which includes a detailed description of the film;
— a work is done in the computer set according to the standard requirements of formatting on one side of an A4 sheet, 14 pt, font single–spaced interval. At the end of the page the author should indicate a complete personal data (full name, address, telephone number, e–mail of the author);
— a work should be provided in an electronic format. Electronic media (DVD, CD) should be signed: title of the work, full name of author, address, telephone number, e–mail of the author;
— a script may contain an annex in the form of photo and video materials as separate files.

Requirements to the storyboard/video clip:
— visual sequence of actions, installation, operator techniques, etc. should be developed in the storyboard provided to the competition. Taken together, these elements should express the idea and content of future film in the most interesting way;
— the number of frames in the storyboard is not limited;
— a storyboard can be made in different materials and techniques;
— in the title of a storyboard the author should indicate a complete personal data (full name, address, telephone number, e–mail of the author);
— graphical editors can be used for development of storyboards;
— by the presented storyboard it should be clear what the author wants to record;
— a work should be provided in an electronic format. Electronic media (DVD, CD) should be signed: title of the work, full name of author, address, telephone number, e–mail of the author.

Each participant may submit one work or series of works (not more than three works) within each of the three nominations.

The works must not include materials promoting discrimination, hatred or scenes of violence on racial, ethnic, national, language, religious grounds or on the basis of sex, age of a person. Works also must not include or reflect materials of sexual or pornographic nature.

Participants must consent to the use by organizers of the contest of the works they send in for promotional material in accordance with the aim of the competition. Works must be accompanied by the consent and signature of all persons in each work for the work to be displayed in public.

Materials of the participants of the Contest will not be returned.

Participants, who won the first place in the nominations:
— best placard;
— best photowork/photoplacard;
— best scenario/storyboard/video clip
will receive a remuneration equivalent to 500 (five hundred) U.S. dollars (from UNHCR Office in Belarus).

Participant whose work will not come into the number of winners, but will be marked by a special prize of the jury, will receive a remuneration equivalent to 500 (five hundred) U.S. dollars (from UNHCR Office in Belarus).

All participants will receive diplomas and recognition giftsfrom UNHCR and INA “Evolutio”.

Number of the winners and the amount of remuneration can be increased by the decision of the Commission.

On the recommendation of the Commission the best works can be printed and placed on billboards in Minsk and regions of the Republic of Belarus.
