Joint UN Team on AIDS: Terms of Reference

Purpose:

The purpose of the Joint UN Team on AIDS in Belarus is to promote coherent and effective action of the UNAIDS cosponsors in Belarus in support of an expanded national response to HIV and scaling up towards universal access to prevention, treatment, care and support.
Under the leadership and guidance of the UN Theme Group Chair and UNAIDS Country Officer (UCO), the Joint UN Team on AIDS in Belarus confines its support primarily to the decision-making process of the UN Country Team and HIV Forum (former Expanded UN Theme Group on HIV/AIDS)


Objectives and tasks of the Joint UN Team on AIDS:

1. Ensure a strong, coordinated and strategic response of the UN agencies in Belarus to accelerate national response and resolve impediments to scaling up towards universal access to prevention, treatment, care and support through:

• developing drafts of a joint UN strategy and/or the Annual Work Plans of the Joint UN Team in support of the national response to HIV/AIDS;
• providing technical advice to and follow up on decisions made by the UN Country Team and HIV/AIDS Forum (former Expanded UN Theme Group on HIV/AIDS)
• producing documents, briefings and reports for informed decisions of the UN Country Team in its function of liaison with global and regional problem solving mechanisms in the field of HIV/AIDS prevention;
• mainstreaming of HIV/AIDS into respective UN agency country programmes: UNDP, UNFPA, UNICEF, WHO, UNHCR, IOM, WB, including though joint work plans and promotion of the Global and local initiatives;
• supporting the Republican Interdepartmental Council on Prevention of HIV Infection and STDs, AIDS Prevention Department of the Republican Center for Hygiene, Epidemiology and Public Health, CCM in their decision-making process towards universal access to prevention, treatment, care and support;
• leading the implementation of the “Policy on HIV/AIDS in the workplace” by the UN system in Belarus (serve as HIV/AIDS Learning Team)

2. Constitute an entry point for national stakeholders (state and civil society organizations) to access HIV/AIDS technical assistance from the UN system in Belarus through:

• facilitating timely access by national partners to the collective technical support within the UN system in Belarus and outside;
• supporting the design and development of major grant proposals;
• mobilize resources for technical assistance.

3. Monitor the joint UN HIV/AIDS Programme of support, based on the national priorities and needs in technical assistance according to the national HIV frameworks: National HIV Prevention Programme 2006-2010, the Strategic Action Plan to Fight HIV/AIDS Epidemic in the Republic of Belarus 2004-2008:

• monitoring and reporting on the status of the Annual Work Plan of the HIV/AIDS
Theme Group;
• monitoring and reporting on the overall national situation and response, including
resource tracking and analysis of gaps in the joint UN response;
• monitoring and reporting on the status and progress of the “Three Ones”;
• disseminating lessons learnt and good practices both within the UN system in
Belarus and outside;
• ensuring flow of information between the agencies.

4. Act as the HIV at workplace Task Force through:

• development of learning plans;
• assistance in implementing activities of the Learning Plan and monitoring results;
• ensuring compliance with the UN HIV at Workplace policy.
Technical provisions:
• The AIDS Team meets monthly.
• The agendas of the meetings are drafted and provided for comments 1 week in advance of a scheduled meeting.
• Meeting minutes are prepared by UNAIDS and shared among the members within 3 days after the meeting.
• The AIDS Team reports to the UNCT/UNTG on HIV and HIV Forum (former Expanded UN theme Group on HIV/AIDS) annually.
• The AIDS Team annual reports are drafted by UNAIDS with contribution of the AIDS team members.
