is looking for a qualified candidate to fill the positions of
ECONOMIC EXPERT
in the project
"Environmentally Sustainable Development in the Belavezhskaya Pushcha
Belarus-Poland Region:
combining protected area management with rural sustainability"

The project is implemented by the Ministry of Natural Resources and Environmental Protection with support of the United Nations Development Programme in Belarus. The project objective is to develop basic legal, economic and awareness-raising prerequisites for development of environmentally friendly alternative sustainable livelihoods in the Belavezhskaia Pushcha region in Belarus building on cross-border experience and focusing on agrotourism.

TERM OF REFERENCE

Position title : Economic Expert

Terms of contract: Payment upon completion of work (presentation of final report)

Duty stations: Minsk, Belarus and travels in Grodno and Brest oblasts

Objectives of work: The Economic Expert will present the economic grounds for and effects of development of agrotourism in the project regions

Duties:

• Develop a detailed economic plan for development of and cooperation between service providers (individual entrepreneurs, tourist operators, other organisations) offering agrotourism services. The plan should include information on costs of establishing the business, payment of taxes, how settlements with tourists are to be made, crediting possibilities, etc.
• Assess the economic benefits for the project regions and nationally from development of agrotourism:
  - additional income in the local budget (income of retail sales, income of tourist services and other services provided)
  - additional income in the national budget (taxes, payment of licenses)
  - assessment of number of new work places established
• Assess the marketing needs for development of agrotourism in the project regions, and develop a proposal for marketing of agrotourism services

Expected results:

A detailed economic plan for development of and cooperation between service providers offering agrotourism services.

Assess the economic benefits for the project regions and nationally from development of agrotourism;

Qualifications:

• Higher economic education;
• Experience in making economic assessments;
• Familiarity with the tourism business (preferably agro/eco-tourism);
• Excellent knowledge in book-keeping and accounting;
• Good English skills, excellent Russian;
• Computer literacy;
• Excellent writing skills and analytical ability.

Special terms : The Economic Expert works under the supervision of the Project Manager and reports directly to him/her.
