Minsk Hosts a Seminar on Kyoto Protocol Implementation

15 June 2007 -  A two-day international seminar on development of legal and methodological basis of for implementation of the main mechanisms of Kyoto protocol started its work yesterday.

The seminar is arranged under UNDP project on capacity building for implementation of flexible mechanisms of Kyoto protocol in Belarus in partnership with the Ministry of Natural Resources and Environmental Protection. The forum is targeted at representatives of state governance bodies, local authorities, scientists, non-governmental organizations and others who are interested in this topic and who plan to take an active part in implementation of GHG emission reduction projects. One of the major objectives of the seminar is to foster the effective interaction between investors, applicants and developers of the projects.

“It is highly encouraging to see that, since ratification of Kyoto protocol at the end of 2005, Belarus has been actively pushing forward with establishing the necessary national regulatory and institutional framework in support of the protocol,” UNDP Resident Representative in Belarus, Cihan Sultanoglu stated. “UNDP is happy to be able to provide its experience and resources to the government of Belarus, to enhance its national efforts in establishing the requisite compliance mechanisms for Kyoto protocol, so that Belarus could fully benefit from the joint implementation and emissions trading mechanisms, as well as set up its “green investment scheme”.

The seminar participants representing organizations which are responsible for fulfillment of Belarus’ commitments under Kyoto protocol will discuss the proposed regulatory and legal framework for implementation of carbon financing schemes, and will learn best practice in developing and financing the GHG emission reduction projects. The projects developers will become acquainted with the procedure and experience of expert review of PDD. The investors will consider and evaluate the potential of the projects proposed by Belarusian experts.

“Belarus’ experience could be interesting to other countries today,” said Alexander Apatsky, First Deputy Minister of Natural Resources and Environmental Protection of Belarus while opening the forum. “At the same time this seminar once again points out our efforts to make an efficient use of Kyoto mechanisms jointly with the international community”.
