00039172 Prevention and Treatment of HIV/AIDS in the Republic of Belarus

Project Objective & Brief Description:

The Project is financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria and is registered in the database of international technical support programmes and projects by the Ministry of Economy on 30 November 2004, No. 2/04/000167.

The goal of this Project is to prevent the further spread of the HIV epidemic through active preventive interventions (especially among high-risk groups), implementation of education programmes on HIV/AIDS, provision of antiretroviral treatment and palliative care to HIV/AIDS patients, including the treatment decreasing the risk of mother-to-child transmission of HIV, and implementation of prevention programmes in penitentiary institutions.

The Project aims to mitigate the adverse impacts of the epidemic by providing suitable treatment, and strengthening human resources in institutions working on AIDS prevention and the institutional capacities of the country for effective implementation of prevention programmes. Within the framework of the project it is planned to undertake efforts aimed at capacity building of governmental and non-governmental institutions at both national and local level.

The above objectives will be attained through implementing the following Project components:

Component 1: Prevention of HIV spreading among drug users (IDU)

Component 2: Prevention of HIV and sexually-transmitted infections among men who have sex with men

Component 3: Prevention of HIV and STI among women sex workers (WSW)

Component 4: Creating conditions facilitating effective HIV prevention in the country’s penitentiary system

Component 5: Provision of access to treatment, care and support for people living with HIV/AIDS (PLHA)

Component 6: Organizing constant information and education activities on HIV/AIDS prevention

Component 7: Development of human resources and institutional capacity of the country for effective implementation of HIV/AIDS treatment/prevention programmes

Achievements/Results:

1. Within the harm reduction strategy 51 anonymous counseling points are operating to render comprehensive prevention services to drug users;

2. The system of HIV/STI prevention among men who have sex with men, women sex workers and prisoners was organized. Within this system peer-to-peer education is conducted.

3. In accordance with national treatment protocols 1042 persons are receiving highly active antiretroviral therapy; activities on prevention of mother-to-child HIV transmission are conducted. Capacities for laboratory diagnostics of HIV-infection have been improved.

4. Palliative care services for seriously ill HIV-infected persons were created in 6 cities of the republic. 12 self-support groups for people living with HIV/AIDS are operating.

5. Trainings on HIV/AIDS treatment for 280 medical specialists and on organization of prevention work among youth for 2270 persons were conducted. Methodological support on implementation of HIV prevention programmes in educational institutions of the country was rendered.

6. Assistance to national monitoring and evaluation system is being rendered.

7. The information campaign “Stop AIDS. Keep the Promise” is realized within the framework of the Project. It is aimed at involvement of population into prevention work and provision of information to wide audience and especially youth. Within the framework of this campaign billboards were placed, TV talk-shows, video-clips and educational films were broadcast, transport advertising was arranged, various public events dedicated to HIV/AIDS prevention were organized.
