Minsk, 8 October 2018 - Under-Secretary-General Vladimir Voronkov, the Head of the United Nations Office of Counter-Terrorism (UNOCT) arrived in Minsk, Belarus today.
Mr. Voronkov will participate in the High Level International Conference “Preventing and Countering Terrorism in the Digital Age”, which is co-organized, in Minsk, by the Government of the Republic of Belarus and the Organization for Security and Cooperation in Europe (OSCE). The conference will take stock of developments of the actions against terrorism by OSCE participating States and OSCE Partners for Cooperation and more concretely provide an opportunity to exchange national experiences and perspectives on recent trends and measures to prevent and counter terrorism in the digital age.
In addition, Mr. Voronkov will meet with high-level representatives of the Republic of Belarus as well as with the heads of the UN agencies present in Minsk. A meeting with students and professors of the School of International Relations of the Belarus State University is also scheduled during the visit.
The United Nations Office of Counter-Terrorism, was established in June 2017 to provide leadership on the implementation of General Assembly counter-terrorism mandates, to enhance coordination and coherence, and to strengthen the delivery of the United Nations counter-terrorism capacity building assistance to Member States.
The primary goal of the Office is to implement the UN Global Counter-Terrorism Strategy. Adopted by the General Assembly in 2006, the Strategy provides a comprehensive blueprint to guide Member States’ efforts to counter terrorism and prevent violent extremism conducive to terrorism.
The strategy is comprised of four pillars: (i) measures addressing the conditions conducive to the spread of terrorism, as well as approach to (ii) preventing and countering it, (iii) measures to build states’ capacity to prevent and combat terrorism with support by United Nations and (iv) measures to ensure respect for human rights for all and the rule of law as the fundamental basis of the fight against terrorism.
