UN in Belarus:

On the results of the parliamentary hearing of the Council of the Republic of the National Assembly of the Republic of Belarus “Partnership of branches of power as a prerequisite for successful implementation of SDGs”, the following recommendations to the state bodies and organizations have been made:  

Recommendation on the results of the public parliamentary hearing of the Council of the Republic of the National Assembly of the Republic of Belarus “Partnership of branches of power as a prerequisite for successful implementation of SDGs”

At the UN Summit held on September 25, 2015, UN General Assembly Resolution No. 70/1, "Transforming Our World: An Agenda for Sustainable Development for the Period Until 2030" (hereinafter - Agenda-2030) was adopted, which includes a list of 17 Sustainable Development Goals (SDGs) aimed at eliminating poverty, combating inequality and injustice, and addressing climate change.

Belarus has already taken a number of important steps to achieve the SDGs.

By the Decree No. 181 May 25, 2017 of the President of the Republic of Belarus "On the National Coordinator for the Achievement of SDGs", the overall coordination of the activities of state bodies and other organizations in implementing Agenda 2030 is entrusted to the National Coordinator for the achievement of the SDGs and approved the relevant provision. Under the supervision of the National Coordinator, an institutional system, with the aim to manage the process of achieving the SDGs, was established. The system includes the Council for Sustainable Development, the parliamentary working group for SDGs, the sustainable development partnership group for Sustainable Development and a number of sectoral groups on crosscutting issues.

Ministry of Foreign Affairs of the Republic of Belarus ensures the activities of the National Coordinator for the achievement of the SDGs and the Council for Sustainable Development.

In the process of achieving the SDGs and monitoring this work, various mechanisms are involved i.e. the direct participation of a wide range of partners, including civil society.

The project "Support to the National Coordinator on Implementation of SDGs and Strengthening the Role of the Parliament in the Implementation of SDGs", funded by the United Nations Development Program, is being implemented. The Ministry of Foreign Affairs of the Republic of Belarus acts as the national executing agency; the partners of the project are the Council of the Republic of the National Assembly of the Republic of Belarus and the National Statistical Committee of the Republic of Belarus.

Together with the UN agencies and other partners in Belarus, activities are carried out to familiarize the population of the country with Agenda-2030 in order to raise public awareness and create an enabling social environment, mobilize domestic resources to achieve the SDGs.

Taking into account

  • the importance and relevance of Agenda 2030, which is an action plan for all people on the planet and is designed to ensure prosperity and peace,
  • the complexity of SDGs and objectives, their globality and universality, that they ensure that differences in national realities, opportunities and levels of development are taken into account, as well as respect for national strategies and priorities,
  • laying the principal responsibility for the implementation of a comprehensive, large-scale and ambitious program of Sustainable Development at the national governments,
  • the importance of close cooperation of the Parliament with the Government and other state bodies, international institutions, public associations, the scientific community and other organizations,
  • the need to promote the integration of the SDGs into the existing legislation to create favorable conditions for their implementation,
  • an extremely important role of the National Assembly of the Republic of Belarus in the adoption of legislative acts aimed at achieving SDGs,
  • the importance of uniting the efforts of the branches of power to ensure Sustainable Development of the Republic of Belarus, its economic growth combined with environmental protection and human development,
  • the importance of mutually beneficial international cooperation, including at the bilateral, regional and global levels, the sharing of knowledge and experience in innovation for capacity-building and technology transfer for development,

following the discussion of the need for partnership of government bodies as a necessary condition for the successful achievement of the SDGs, participants of public parliamentary hearings recommend:

 

To the Council of the Republic of Belarus and the House of Representatives of the National Assembly of the Republic of Belarus:

  • take an active part in drafting the laws of the Republic of Belarus, including "On Amendments and Additions to Certain Laws of the Republic of Belarus on Drinking Water Supply", "On the Production and Circulation of Organic Products", "On Amending the Law of the Republic of Belarus "On the quality and safety of food raw materials and food products for human life and health", "On introducing changes and amendments to some laws of the Republic of Belarus on public-private partnership issues", etc., paying special attention to the issues of achieving the SDGs;
  • promote the application of the principles of Sustainable Development at the national and local levels;
  • take an active part in the work of familiarizing the population with the SDGs and the significance of their achievement;
  • interact with parliaments of other countries and international organizations to achieve the SDGs;
  • make proposals on improving legislation aimed at achieving the SDGs;

 

To the working group of the National Assembly of the Republic of Belarus on the achievement by the Republic of Belarus of the SDGs:

  •  interact with the Council for Sustainable Development and the partnership group on achieving the SDGs;

 

To the Council for Sustainable Development:

  • work towards achieving the SDGs at the local level;
  • organize an effective interaction with the parliamentary working group on the achievement of the SDGs, the partnership group, the business community and other public associations;
  • jointly with the Ministry of Foreign Affairs of the Republic of Belarus to develop the program of the Regional forum of national coordinators for the achievement of the SDGs, which is scheduled for February 21-22, 2018 in Minsk;

 

To the Council of Ministers of the Republic of Belarus

  • take into account the SDGs and their subordinate tasks in the development of strategic and program documents;
  • take actions to adjust existing state programs to maximize their objectives and national indicators of achieving the SDGs;
  • promote effective work of heads of interdepartmental working groups on economics, social issues, environmental issues, and the National Statistical Committee of the Republic of Belarus to monitor and evaluate the achievement of the SDGs;
  • to consider the desirability of defining the SDGs, to which the regulatory legal acts are directed, in support of the need for their adoption, including the laws of the Republic of Belarus, decrees of the Head of State, resolutions of the Council of Ministers of the Republic of Belarus;
  • to involve the business community in public-benefit projects aimed at achieving SDGs;
  • to assist the Government in implementing these recommendations;

 

To the Ministry of Foreign Affairs of the Republic of Belarus:

  • use the opportunities of interaction with the UN, other international organizations and partners to exchange best practices in achieving the SDGs, to receive assistance and disseminate the progressive experience of Belarus;
  • support the formation of regional and international partnership, including through the activities of National Coordinator for the Achievement of SDGs, as the key idea of Belarus in the field of multilateral cooperation on the SDGs, as well as to promote and institutionalize this initiative;
  • together with foreign partners, to explore the possibility of attracting international technical assistance to improve the national system for coordinating the achievement of the SDGs in Belarus, the dissemination of positive experience, the formation of mutually beneficial relations with other countries;

 

To the Ministry of Economy of the Republic of Belarus:

  • together with other government bodies and organizations, when developing the National Sustainable Development Strategy for the period to 2035, to ensure the harmonization of its main provisions with the SDGs;
  • ensure effective work of the interdepartmental working group on economics;

 

To the Ministry of Finance of the Republic of Belarus:

  • together with the regional (Minsk City) executive committees to apply reasonable standards of budget sufficiency, implement the principles of fiscal autonomy, ensuring the conservation of the total volume of transfers from the republican budget while building their own revenue base of local budgets;
  • study the introduction of gender budgeting in the compilation of republican and local budgets;
  • take into account the need for the Republic of Belarus to achieve the SDGs when formulating the drafts of the republican budget for 2019 and subsequent years,

 

To the National Bank of the Republic of Belarus: 

  • create conditions for the banks own funds participation in project financing, including the implementation of greenfield projects in the field of pharmacology, bio-production, and chemical technologies;

 

To the Ministry of Natural resources and Environmental Protection of the Republic of Belarus: 

  • ensure effective work of the interdepartmental working group on ecology;

 

To the Ministry of Labor and Social Protection of the Republic of Belarus:

  • develop mechanisms for motivating highly skilled professionals;
  • provide social support to the population with a low level of income, while implementing measures aimed at the prevention of social dependency;
  • strengthen the institution of the traditional family by increasing the values and prestige of the family lifestyle, preserving the spiritual and moral traditions, promoting the realization of the educational and cultural-educational potential of the family, promoting responsible fatherhood and motherhood;
  • within the framework of the National Action Plan for the implementation of the provisions of the Convention on the Rights of Persons with Disabilities 2017-2025 in the Republic of Belarus, to ensure further development of the social protection system for the disabled people and their participation in the life of society on an equal basis with other citizens
  • together with the Ministry of Economy of the Republic of Belarus, to provide the necessary conditions for the creation of new high-performance jobs;
  • ensure effective work of the interdepartmental working group on social issues;

 

To the Ministry of Education of the Republic of Belarus:

  • add to the targets set out in the Code of Education of the Republic of Belarus, the problem of forming the competencies of students on sustainable development;
  • highlight integration of ideas and principles of sustainable development as one of the priority principles of state policy in the field of education in the Republic of Belarus;
  • improve teacher’s competence in sustainable development within the system of continuous pedagogical education for all generations;
  • organize work on updating the content of educational standards, curricula and programs of the generation 3+ in educational institutions of all levels in the context of integrating the ideas and values of sustainable development, as well as the implementation of the SDGs;
  • introduce modern forms of organization of the educational process, to develop inclusive education, including integrated education and upbringing;
  • organize a large-scale educational work with the participation of mass media in order to form the population's understanding of the essence of sustainable development, the ability to act in accordance with the SDGs and to correlate their actions with their consequences;
  • develop a program of scientific and practical research on the inclusion of ideas of sustainable development in the educational process at all levels of education, taking into account the age characteristics of students at each age level;

 

To the Ministry of Energy of the Republic of Belarus:

  •  take measures to further reduce the cost of energy production, further development of network infrastructure and involvement in the energy balance of non-traditional and renewable energy sources;

 

To the department of Energy Efficiency of the State Committee for Standardization of the Republic of Belarus: 

  • develop effective measures to stimulate energy conservation in the production and municipal sectors;

 

To the Ministry of Information of the Republic of Belarus:

  • maximize the use of media for the outreach programs to achieve the SDGs;
  • actively cover various aspects of achieving the SDGs on the conditions of social advertising on television and radio channels, publish relevant information and educational materials;
  • promote the formation of an ecological outlook among the population (an awareness of the priority solution of environmental problems in the implementation of any projects, development of modern technologies);
  • improve the system of covering issues of solidarity and continuity of generations in print and electronic media, as well as the global computer network Internet;

 

To the National Statistical Committee of the Republic of Belarus:

  • coordinate the work of assessing indicators and monitoring the achievement of the SDGs;
  • in 2018, develop a national reporting platform on the SDGs;
  • together with the republican government, regional and Minsk city executive committees, to develop a system of regional indicators for monitoring the achievement of the SDGs, taking into account the priority development of specific regions;

 

To the Regional (Minsk city) executive committees:

  • disseminate the country's experience in achieving the SDGs in all administrative territories;
  • involve public associations and business community in solving the problems of achieving the SDGs and carry out effective interaction with them and coordinate their activities in this field;
  • take into account the SDGs and their subordinate tasks in the development of state programs;
  • promote the work of regional groups in achieving the SDGs;
  • involve youth and other public associations, the business community in the work of the partnership group;

 

To youth and other public associations, business representatives:

  • expand participation in the solution of economic, social and environmental aspects of the achievement of the SDGs, take an active part in initiatives to improve legislation and law enforcement practice in this field;
  • interact with the Council for Sustainable Development, the working group of the National Assembly of the Republic of Belarus on achieving the SDGs and the partnership group; consider the possibility of implementing the project "Youth Ambassadors of SDGs in Belarus".
